LONDON: Chief of Muttahida Qaumi Movement Altaf Hussain said on Wednesday that he would keep the nation informed about the secret planning of the law enforcement agencies to commit genocide of Mohajirs.

According to press release issued from London, Altaf said the MQM Intelligence Bureau had collected information based on solid proofs over a long period of time of the secret hands involved in the planning of carrying out genocide of Mohajirs. He said he would inform the people about these proofs so that the nation could understand the facts regarding the genocide of Mohajirs and in the light of these facts could comprehend the reasons and rationale behind his strategy.

Altaf Hussain said that on the one hand the present government and its officials were claiming that they would take action against the police personnel involved in the extrajudicial killings, but on the other hand, the information collected by the MQM Intelligence Bureau revealed that personnel involved in the extrajudicial killings of Mohajirs were placed on high offices, they were being rewarded and commendations were bestowed upon them by the higher officials of the present government.

Altaf Hussain said that according to the MQM Intelligence Bureau, a week ago, Corps. Commander Karachi, General Muzaffar Usmani invited the 'most notorious' SHOs (Station House Officers) of Karachi, involved in the extrajudicial killings of Mohajirs in general and the MQM workers in particular. Not only he invited them, he embraced them, praised them for extrajudicial killings of the MQM workers and presented them with expensive Rolex watches, Altaf Hussain said.

He said that having read this, the MQM workers in general and the Mohajir intellectuals in particular should understand clearly the conspiracy and should not have any hopes from the high ranking Mohajir officials.

Altaf Hussain, quoting information of the MQM Intelligence Bureau, said that on December 4, 1999, the ISI (Inter-Service Intelligence Agency) Chief for Sindh met the ring leader of 'Haqiqi terrorists' in the barrack number 74 of Malir Garrison where he also arranged a telephone conversation between the ring leader of 'Haqiqi terrorists' and the D G (Director General) ISI.

Altaf Hussain demanded of the Chief Executive, General Pervaiz Musharraf and senior officials of the GHQ (General Headquarters) to have the report of the MQM Intelligence Bureau verified. He also appealed to the MQM workers not only to read his statements minutely but also save them as part of their record. He finally stated that he would continue to have the report of the MQM Intelligence Bureau published in the newspapers from time to time.

Altaf to expose plot against MQM
LONDON, Dec 29: Muttahida Qaumi Movement chief Altaf Hussain has said that he will soon inform the nation about the plans of the intelligence agencies to annihilate Mohajirs.

In a press statement issued here on Wednesday, the MQM chief claimed that his party has collected hard evidence and facts about the intelligence agencies' plans.

The statement came a day after Altaf Hussain announced that he would reveal his future strategy to the people very soon. The MQM chief said that the details of the plans would enable the people to understand his new strategy. He said on the one hand the government and its officials were claiming that action would be taken against all those police officials involved in extra-judicial killings in the past while on the other hand, according to MQM information, government officials were conferring awards on those police officials who are involved in extra-judicial killings.

Mr Altaf Hussain said that according to MQM Intelligence Bureau Report, last week Corp Commander Karachi, General Muzaffar Usmani invited all those Station House Officers (SHOs) who were involved in extra-judicial killings and not only praised their "efforts" but also gave them costly wrist watches. "Mohajir people should not expect any good from any senior government official," he said.

The MQM chief said according to another MQM Intelligence Bureau Report, on December 4, 1999, the head of Inter-Services Intelligence (ISI) in Sindh, met the head of the "Haqqiqi activist" at Barrack No 73 of Malir Garrison. He claimed a telephonic meeting was also arranged between the "Haqqiqi activists" and the Director General of ISI in Islamabad. He called upon General Pervez Musharraf and other army officials in GHQ to investigate these incidents.

Mr Altaf Hussain also asked the MQM workers not only to seriously read his statements but also keep the cutting of the newspapers in which these are published for future reference.

NON-VIOLENCE: Meanwhile, MQM Convenor Dr Imran Farooq in a separate statement issued here on Wednesday said that MQM will continue to pursue a policy of non-violence in future. He said that some confusion has arisen because of the statement of Mr Altaf Hussain in which he had told workers that he would announce the MQM policy soon.

Dr Imran Farooq said that Mr Altaf Hussain after the publication of these reports has told him in clear terms that MQM will continue to pursue a policy of non-violence.

The MQM Convenor said that MQM's "new strategy" would also be based on "non-violence" and pursuing the objectives through peaceful means. The MQM Convenor also severely criticized the government for failing to produce Dr Farooq Sattar before the Sindh High Court despite a court order.

He said on 26th November, 1999, Dr Sattar voluntarily courted his arrest from Karachi Press Club Karachi and since then is being kept in unlawful detention by the government.

Govt seeks time in Farooq case
KARACHI, Dec 29: A division bench of the Sindh High Court on Wednesday deferred till Dec 31 a habeas corpus petition filed by of Abdus Sattar Pirwani, father of Dr. Farooq Sattar, a central leader of the Muttahida Qaumi Movement, praying for production of his son before the Sindh High Court.

Deputy Attorney General Zaki Mohammad appeared for the federal government and requested the court to grant him more time till Dec 31 for obtaining instructions in the matter regarding custody of Dr Farooq Sattar.

The court expressed its displeasure over delays since Dec 7. On the last date of hearing on Dec 27, AAG Naeem-ur-Rahman, appearing for the federation, had sought time for obtaining instructions.

Despite court orders, Dr Farooq Sattar was not produced on Monday as AAG Sarwar Khan filed a statement signed by the home secretary, Nisar Ahmed Siddiqui, stating that Farooq Sattar was not in the custody of the provincial government. The court was also informed Dr Sattar was in the custody of the National Accountability Bureau.

According to section 33 of the National Accountability Ordinance, its provisions would have an over-riding effect and shall have effect notwithstanding any thing contained in any other law in force.

The defence was advised by the prosecution to contact the NAB which in turn should be directed to produce Dr Farooq Sattar before this court. Farooq Sattar had surrendered to the Military Intelligence on Nov 26.

Defence counsel K. M. Nadeem submitted that he was making a grievance that despite the court orders, Aftab Shaikh had not been allowed to see Dr Farooq Sattar for legal consultancy.

Aftab Shaikh contested the AAG's contention that he had himself made contact with the relevant people but nobody responded.

The bench, comprising Justice Deedar Hussain Shah and Justice Anwer Zaheer Jamali, directed Zaki Mohammad to ensure that advocates were allowed legal consultancy in the matter. The court also observed that if the counsel were not allowed to meet the detainee, it would take serious notice of the lapse.

In his petition, father of Dr Farooq Sattar had maintained that the detainee was never an absconder and had himself surrendered to the authorities. The acts of respondents (Federation of Pakistan and the province of Sindh) were "discriminatory, defamatory and against the fundamental rights as enshrined in the Constitution in articles 9, 10, 14 and 25, read with the provisions of Article 2(1) of the Provisional Constitution Order No.1 of 1999."

Major administrative reshuffle in Sindh

KARACHI: In a major reshuffle, the provincial government transferred 13 deputy commissioners, 19 SSPs and SPs and other officials while the services of more than 16 police officers have been surrendered and they have been sent back to the federal government.

This was the second major reshuffle in provincial administration after the new government took over. Earlier the government transferred four commissioners and more than 22 secretaries.

Sources told The News that before massive transfers and postings, Governor Azim Daudputa paid surprise visit to Sindh secretariat on Wednesday morning and inquired about the performance of the government departments, while in the evening, the government announced the reshuffle in the administration. The governor, sources said, inquired the secretaries about the pending files and directed them to work on regular basis.

According to government orders, Ayub Shaikh (BPS-19) who was transferred two months ago as Commissioner Sukkur, has now been posted as Secretary L and R in Board of Revenue on a vacant post.

The administration also transferred Deputy Commissioner Karachi West Tariq Niazi and posted Capt Rizwan (BPS-19) as DC West while Tariq Niazi has been posted as Deputy Secretary Finance Department.

Khalid Mehmood Soomro (BPS-18) has been posted as Additional Secretary Local government on a vacant post and Khurshid Naeem Malik (BPS-19) has been posted as Director Minority Affairs Hyderabad. Muhammad Jumman Soomro (BPS-20) has been posted as Inspector General Stamp in BOR and Mir Muhammad Padhyar (BPS-19) has been posted as Additional Secretary Coordination in S &GAD, while Feroz Ahmed Memon (BPS-19) has been transferred and posted as Director Culture and Tourism.

DC Sangar Laiq Memon has been posted as DC Dadu and DC Thar Inamullah Dharijo has been posted as DC Sangar, while DC Dady Ilam Din Billo has been transferred and directed to report to the S&GAD. DC Nausero Feroze Rizwan Memon has been transferred and posted as Secretary Local Government Board and Misbah Tonio Director Finance Malir Development Authority has been posted as DC Nausero Feroze.

Sohil Akbar Shah DC Khairpur, has been transferred and posted as Director Food whereas Irshad Uner has been transferred and directed to report to the S&GAD while Deputy Secretary Home Khawaja Shafiq (ex-PCS-19) has been transferred and posted as DC Khaipur.

DC Sukkur Tanveer Ahmed Qureshi has been transferred and posted as Deputy Secretary Coordinator S&GAD and Mubarak Ali Hingoro Director General Rural Development Academy has been transferred and posted as DC Thar, whereas DC Thar Ghulam Hussain Qureshi has been transferred.

DC Mirpurkhas Mumtaz Shah has been transferred and posted as Deputy Secretary C&W and Ahmed Bux Narejo DS Staff to CS has been transferred and posted as DC Mirpurkhas. Deputy Secretary Staff CS Iqbal Hussain Durrani has been transferred and posted as DC Badin whereas Abdul Qadir Memon has been transferred and posted as Director Social Welfare.

Arif Khan Additional Secretary Budget has been transferred and posted as Additional Secretary Development in Finance Department whereas Nawaz Leghari has been transferred as DS Budget.

DC Dadu Ilam Din Billo has been transferred and posted as DS Home while Secretary Sindh Local Govt Board Rizwan Ahmed has been transferred and posted as DC Hyderabad whereas DC Hyderabad Rashid Bashir Mazari has been transferred and directed to report the S&GAD.

Kalimullah Lashari, Additional Secretary Home, has been transferred and posted as DC Sukkur, whereas Tanveer Qureshi has been transferred while Mushtaq Qureshi Director Finance LDA has also been transferred. Ghulam Ahmed Khondar Director SS&LR Board of Revenue has been transferred and posted as DC Khotki whereas Aslam Hayat, DC Khotki has been transferred and directed to report to the S&GAD while Sohbago Khan Jatoi has been posted as Director Survey BOR on a vacant post.

Khalid Mustafa, who was awaiting his posting, has been posted as Secretary Survey and Settlement in BOR and Shafiq Khoso Additional Secretary Finance Department and Ahmed Fahim Mughal has been posted as Additional Commissioner Sukkur. Aftab Memon has been posted as Director General Rural Development Department and Abdul Jalil Asdditional as Secretary Home.

SP Security Special Branch Karachi Din Muhammad Baloch has been transferred and posted as SP Umerkot vice Syed Ehsan Shah transferred till further order. ASP South Abdul Khaliq Shaikh has been transferred and posted as SP Mirpurkhas. Nisar Khan Yousufzai, who was awaiting his posting, has been posted as SP Badin vice Ghulam Asghar Shaikh who has been transferred and directed to report to the S&GAD.

Nisar Ahmed Saroya, who was awaiting his posting, has been posted as SP Naushero Feroze vice Ghulam Sarwar Jamali, who has been transferred. Ehsan Ahmed Shaikh, SP Umerkot has been transferred and posted as SP Hyderabad on a vacant post.

Sardar Abdul Majeed SSP Dadu has been transferred and posted as SSP Central Karachi vice Hussain Asghar, who has been transferred. SP Traffic South Karachi Sqr Ldr (retd) Iqbal Mehmood has been transferred and posted as SP Larkana vice Bani Amin, who has transferred and directed to report to the S&GAD.

SP Crime Branch Karachi Noor Ahmed Pechuho and ADIG Police -1 Karachi, ASP District Central Ghulam Muhammad Dogar have been transferred and directed to report to the S&GAD while ASP Kotri Muhammad Umar Shaikh has been transferred and posted as SP Nawabshah.

Superintendent Jail Hyderabad Zafar Abbas Bukhari has been transferred and posted as SP Traffic Central Karachi vice Ferozuddin Abbasi, who has been transferred and directed to report to the S&GAD.

AIG Karachi Maj (retd) Khurram Gulzar has been transferred and posted as SP Traffic Malir and Abdul Aleem Jaffery has been posted as SSP Traffic District South Karachi vice Iqbal Mehmood, who has been transferred. SP South Ahmed Mukarram has been transferred and posted as SP Ghotki vice Ghulam Shabbir, who has been transferred and Mushtaq Ahmed Mahar, who was awaiting his posting, has been posted as SSP Dadu.

Meanwhile, the Sindh government has surrendered the services of 16 high police officers and sent them back to federal government and directed them to report to Establishment Division Sources told The News that the Sindh administration also decided to surrender the services of more than 20 district management group (DMG) officers and send back them to federal government.

Sources said that the Sindh government requisitioned six police officers from federal government to replace these officers. Sources said that the provincial government surrendered the services of ex-DIG Karachi Dr Shoaib Suddle (BPS-20), Ghulam Muhammad Malkani (BPS-20) DIG, Ghulam Mustafa Shaikh (BPS-19) DIG, DIG Aziz Bullo (PSP, BPS-19), SSP Ghulam Haider Jamali (PSP, BPS-19), SSP Sohil Ahmed Durrani (PSP, BPS-19), SSP Asif Ali Shah (PSP, BPS-19, Director Anti Corruption Establishment Karachi Jamil Ahmed Khan (PSP, BPS-19), SSP Falak Khurshid (PSP, BPS-19), SSP Capt Zafar Iqbal (PSP, BPS-19), SSP Peer Muhammad Abbasi (PSP, PBS-19), SSP Umer Morio (PSP, PBS-19), SSP Security Chuttal Khan Chachar (PSP, PBS-19) and ADIG-1 Karachi Khamiso Khan Memon (PSP, BPS-19), SSP Central Karachi Hussain Asghar and SP Central Ghulam Muhammad Dogar were directed to report to Establishment Division Islamabad.

The government also directed SP City Hyderabad Khawaja Nisar and Add SP Karachi Ghulam Muhammad Dogar and directed them to report to the S&GAD while the government requisitioned the services of six police officers from federal government to Sindh government.

Sources said the Director Narcotics Control Board Rawalpindi (PSP, BPS-20), Chief Inspector NIPA Karachi Niaz Ahmed Siddiqui, SP Islamabad Capital Territory Kalim Imam (PSP, BPS-18), SP Railway Lt Cdr (retd) Shaukat Shah (PSP,BPS-18), District Officer Frontier Constabulary Peshawar Rehmatuulah Mehsud (PSP, BPS-18) and ASP Islamabad Capital Territory Munir Sheikh (PSP, BPS-18) have been directed to report to Sindh government for further posting.

Man gunned down by pillion riders

KARACHI: A bullet riddled body of a man was found by police in Keamari while a man was stabbed to death in Sher Shah Police limits on Wednesday.

A bullet-riddled body of Ghani-ur-Rehman, 40, was found by the Jackson Police near Al-Qudoos Mosque in Keamari. The police shifted the body to the Civil Hospital for autopsy. According to police, pillion riders fired at Ghani while he was coming out of the mosque, after Fajr prayers. They said that the deceased was killed because of old enmity.

Meanwhile, Habibullah, 35, received stab wounds in a clash between two groups near Akber Road in Sher Shah Police jurisdiction. Area people took Habib to Civil Hospital in critical condition but he died on his way to the hospital. Police failed to cite any immediate reason behind the incident and were waiting for the Investigation Officer's (IO) report in this regard.

DIES: A teenage girl who was admitted in the burns ward of the Abbasi Shaheed Hospital died on Wednesday.

Kinza Anwar, 15, sustained burn wounds, when her clothes caught fire at her house No F/94 Chandni Chowk in Paposh Nagar in Nazimabad on Dec 21, while she was cooking. Her parents took her to the hospital in critical condition where after eight days she died.

ROBBERIES: Two bandits riding on a motorcycle intercepted a Suzuki Pick-Up in Rizvia Society, and at gunpoint, looted Rs 50,000 from Javed Qadir, a salesman of a local company. When Javed resisted the looting bid, the bandits fired at him and fled with the cash, leaving him injured.

Armed men looted cash, jewellery and valuables from Zia Ali's house in Gulbahar; cash, gold ornaments and valuables from Rashid Saleem's house in Sharifabad; cash, jewellery and other valuables from Abdul Kareem's house in TPX; and cash, gold ornaments and appliances from Jameel Hussain's house in Quaidabad.

VEHICLES TAKEN AWAY: Armed men took away 15 cars and 15 motorcycles while police claimed they recovered seven cars and five motorcycles.

HYDERABAD: Chief of Jeay Sindh Qaumi Mohaz (JSQM), Bashir Khan Qureshi was released from central prison Hyderabad on Wednesday. JSQM leader Akash Malah said that Bashir Qureshi was released after the expiry of the date of MPO.

Police get school buildings vacated

HYDERABAD: Police have got the buildings of three government schools vacated from the illegal possession of six landlords and registered cases against them.

Sources said that three supervisors of the education department lodged complaints at Husri, Hattri and Tando Jam police stations against some landlords of Hyderabad district for illegally occupying the school buildings. Police took action and got the schools vacated.

Umer Daraz Khanzada, an official of education department, lodged a complaint at Tando Jam police station against landlord Haji Qurban Khaskheli for occupying the building of a primary school in village Ismail Khaskheli. According to the supervisor, landlord was using the school building as his Autaq and dumping wheat and cotton in classrooms.

Younus Junejo, the supervisor of Husri section of education department, lodged a complaint against four landlords Meer Khan Panhwar, Siddiqi Punjabi Mohammad Khan Vigho and Jamal Gorchani, for illegally occupying the building of a primary school in village Meer Khan Panhwar.

Supervisor of Hatri section Ismail Panhwar lodged a complaint against landlord Haji Allah Dino for illegally occupying a school building in village Allah Dino Saand. Police took immediate action and got all the schools vacated but no one has been arrested.

No Imambargah burnt in violence in Sikandarpur

PESHAWAR: The district magistrate Haripur has issued a clarification regarding the accident in Haripur district on December 27, alleging burning of Imambargah in Sikandarpur. According to the clarification, "certain news items regarding the events following the Sikandarpur killings on December 27, 1999, appearing in a section of the press are incorrect and misleading. It is clarified that no Imambargah was burnt or damaged in Tuesday's protest demonstration. However, three houses belonging to the accused persons and three other shops were partially damaged. The disputed construction site in the graveyard was also demolished during the protest demonstration. Similarly, the news item published regarding the arrest of Maulana Azam Tariq is also baseless and misleading. The district administration requests for honest and responsible reporting."
